THE CLAIM
The September 11 attacks were not, or not only, the work of al-Qaeda: the Twin Towers and Building 7 were brought down by pre-planted explosives, the airliner impacts were cover for a controlled demolition, and elements of the U.S. government either staged the attacks or knowingly allowed them to proceed. A shorthand version holds that because jet fuel burns below the melting point of steel, fire alone cannot explain the collapses.
THE THEORY, AS ITS PROPONENTS TELL IT
The theory has a hard version and a soft version, and conflating them is the most common error made by both its advocates and its critics.
The hard version, controlled demolition, holds that the towers could not have collapsed from fire and impact alone, and were brought down by pre-placed explosives or incendiaries. Its proponents point to the near-free-fall speed of the collapses, the symmetry, the ejection of steel laterally for hundreds of feet, the pools of molten metal reported in the debris, witness accounts of explosions in the lower floors before the collapse, and above all to World Trade Center 7, a forty-seven-storey building that was not struck by an aircraft and fell at 5:20 p.m. in a manner that laypeople find visually indistinguishable from a demolition. Chemical analyses claiming to find unreacted nano-thermite in the dust have been published in low-impact journals and are central to the technical case.
The Pentagon strand argues the damage profile is inconsistent with a Boeing 757, and the flight strand questions the hijackers' documented piloting skill. The financial strand points to anomalous put-option volume on United and American Airlines stock in the days before the attacks.
The soft version (sometimes called LIHOP, "let it happen on purpose") makes a much narrower claim and is where the file's serious content lies. It holds that elements of the US government had sufficient warning and did not act, and it draws on real documents: the 6 August 2001 President's Daily Brief titled "Bin Ladin Determined To Strike in US"; the CIA's failure to pass to the FBI what it knew about two hijackers already inside the country; the FBI field office memoranda about flight schools that went nowhere; and the twenty-eight pages on Saudi connections that were classified for thirteen years and released, heavily redacted, in 2016. Proponents of the soft version note that the Project for the New American Century had written in 2000 that transformation would be slow "absent some catastrophic and catalysing event, like a new Pearl Harbor," and that the attacks delivered exactly the political conditions a documented policy faction had said it needed.
WHAT IS KNOWN
The collapses have been studied more intensively than any structural failure in history. The National Institute of Standards and Technology spent years on the question, concluding in 2005 that the aircraft impacts severed columns and stripped fireproofing, and that the ensuing multi-floor fires weakened the remaining steel until sagging floor trusses pulled the perimeter columns inward and the towers failed. The "melt steel" slogan misstates the physics: steel does not need to melt to fail. It loses roughly half its strength around 600 °C, temperatures the fires demonstrably reached, while melting requires about 1,500 °C. A weakened frame carrying the load of a skyscraper does not require molten metal to give way.
Building 7, which fell that afternoon without being struck by a plane, was examined separately. NIST's 2008 report attributed the collapse to fires burning unfought for hours (the water mains were severed), causing thermal expansion that failed a girder at a critical interior column and triggered a progressive collapse, the first tall steel building known to fail primarily from fire. NIST acknowledged a brief period of free-fall acceleration during the descent and showed it consistent with the fire-induced failure sequence. Earlier, the FEMA/ASCE Building Performance Study (2002) had reached compatible conclusions, and Popular Mechanics tested the movement's specific claims point by point in Debunking 9/11 Myths, finding none that survived contact with the evidence.
Some things the movement gestures at are real, and this file states them plainly. U.S. intelligence received warnings it failed to act on, including the August 6, 2001 President's Daily Brief titled "Bin Ladin Determined To Strike in US", and the 9/11 Commission documented serious failures of information-sharing between the CIA and FBI. The long-withheld "28 pages" of the 2002 congressional Joint Inquiry, declassified in 2016, raised unresolved questions about support networks and Saudi-linked individuals in contact with some hijackers; litigation by victims' families against Saudi Arabia, and over related FBI records, continues. These are genuine grievances about negligence and disclosure. None of them is evidence of demolition charges, and the Commission found no evidence that the U.S. government planned or deliberately permitted the attacks.
EVIDENCE FOR
- The collapses looked, to many eyes, like demolitions, symmetric, fast, total. Appearance is the theory's strongest asset; engineering analysis of gravity-driven progressive collapse accounts for it.
- Building 7 fell without an aircraft strike, and NIST's own report records seconds of free-fall acceleration, real observations, explained by the documented failure sequence rather than by explosives, which left none of their physical or acoustic signatures.
- Warnings existed and were not acted upon. True, documented, and an indictment of coordination, not proof of intent.
EVIDENCE AGAINST
- Independent, converging investigations (FEMA/ASCE, NIST, the 9/11 Commission) reached consistent conclusions, and no structural-engineering body has endorsed the demolition hypothesis.
- No physical evidence of explosives was found in the debris, no demolition hardware, no recorded detonation signatures; wiring three occupied skyscrapers for demolition undetected is not a task the theory ever explains.
- Al-Qaeda's responsibility is established by its own claims, the perpetrators' documented movements, and two decades of prosecutions and intelligence releases.
- The "melt steel" premise is wrong on its face: structural steel fails far below its melting point, a fact familiar to every fire-protection engineer.
ASSESSMENT
Debunked. The controlled-demolition and inside-job theories fail against the physics, the physical record, and every competent investigation. What the record does contain (unheeded warnings, inter-agency failure, and a slow, grudging declassification that fed public suspicion) deserves scrutiny on its own terms, and this office extends it. But grief and official opacity do not convert negligence into orchestration. 2,977 people were murdered by al-Qaeda. The file on how the warnings were missed remains a fair subject; the file on demolition charges is closed.
WHAT WOULD CHANGE THE GRADE
- To reopen: a physical or engineering finding inconsistent with the NIST reports. NCSTAR 1 and NCSTAR 1A remain the reference, and WTC 7 is genuinely notable as the first tall steel-framed building known to collapse primarily from fire.
- The thermite residue claims have not been replicated by independent laboratories, and the melted steel argument conflates melting with the loss of load-bearing strength, which occurs several hundred degrees lower and is what the fires achieved.
- What is genuinely open here is political rather than physical. The 28 pages on Saudi connections were withheld until 2016, and families' litigation continues. That withholding did more to sustain this theory than any claim about the engineering.
