WHAT THE CABINET SHOWS

CONSPIRACIES ARE REAL, AND THEY LOOK LIKE THIS

69 of the 151 files in this cabinet rest on a court verdict, a declassified document, or an official inquiry. Not on testimony, not on inference. On paper. Anyone who tells you that governments and companies do not conspire has not read COINTELPRO, THE TOBACCO INDUSTRY COVER-UP, or OPERATION CONDOR.

So the interesting question was never whether conspiracies happen. It is what the proven ones have in common, and whether the unproven ones share it.

THE PROVEN ONES ARE SMALL, FINITE, AND WRITTEN DOWN

The Ghost Army kept its secret for fifty years with around 1,100 people in on it. It held because the group was bounded, the objective was specific, and the war ended. Operation Mincemeat needed a corpse, a briefcase and a dozen officers. Gleiwitz needed a radio station, a handful of prisoners, and one night.

Every one of them had an end date, and every one of them generated paperwork, which is why we can read about them now. A conspiracy that requires thousands of people to stay silent indefinitely, and to generate no record at all, is a different kind of claim, and that difference is testable.

THE RECORD OPENS BY ACCIDENT MORE OFTEN THAN BY DESIGN

MKULTRA survives because a clerk misfiled the financial records before the destruction order was carried out. COINTELPRO is public because activists burgled an FBI office. The Gulf of Tonkin finding came out because the NSA's own historian wrote it down and the press forced the release.

This cuts both ways, and it should. It is a reason to take unproven claims more seriously than a strict evidentiary reading would allow, because the evidence we have arrived largely by luck. It is also a reason to notice that luck has now been running for eighty years, and the biggest claims still have nothing.

A GRADE IS A STATEMENT ABOUT EVIDENCE, NOT ABOUT PLAUSIBILITY

DEBUNKED here means a specific claim was tested and failed, as with flat Earth, where the believers' own $20,000 gyroscope measured the Earth rotating. It does not mean the topic is stupid.

UNVERIFIED is the more interesting stamp. It means the evidence needed to close the file could still exist. The Wow! signal has been unverified for forty-five years because the telescope was demolished and the signal never repeated.

And WITHHELD is the stamp that should bother you most. It means the evidence exists, is identified, and is being held. There are files in this cabinet that could be closed tomorrow by a government that has chosen not to.

WHAT MOST OFTEN GOES WRONG

The label outruns the file. Operation Mockingbird is the case study. The conduct is confirmed and the branded programme is not, and the name does work the documents do not support.

The single source retracts and nothing changes. The Philadelphia Experiment and Paul Is Dead both rest entirely on one person who later said they invented it. Both stories are still circulating.

Destroyed evidence gets read as proof. It is not. It only proves the shredder worked, and it is the most common error in this whole subject.

A real secret is taken as evidence for an imaginary one. Area 51 was genuinely secret and genuinely important, and none of the secrecy was about what people think it was about.
