Every file on this page was a rumour, a denial, or a joke until a specific year, and then the paperwork arrived. Sorted not by when it happened but by how the record was opened, because that is the more useful question. 41 files, opened between 1927 and 2013. Note how few of them opened on schedule.

SOMEBODY STOLE THE DOCUMENTS 2

Two of the most consequential files in this archive are public because private citizens broke into a building and took the paperwork.

1971 COINTELPROCONFIRMEDActivists burgled an FBI field office in Media, Pennsylvania and mailed the files to the press. The Bureau's domestic counterintelligence programme had no other exit. 1992 OPERATION CONDORCONFIRMEDA lawyer found the Archives of Terror in a Paraguayan police station: the operation's own telex traffic, filed and kept.

AN INSIDER RELEASED THEM 4

No process compelled these. Somebody decided the public should know and accepted what followed.

1971 THE PENTAGON PAPERSCONFIRMEDDaniel Ellsberg copied 7,000 pages and gave them to the New York Times. The Supreme Court refused to stop publication, and the burglary of his psychiatrist's office began the chain that ended a presidency. 1972 THE TUSKEGEE SYPHILIS STUDYCONFIRMEDA Public Health Service employee told a journalist. The study had passed peer review and been published for decades without anyone stopping it. 1992 THE NAYIRAH TESTIMONYCONFIRMEDReporting revealed the witness was the Kuwaiti ambassador's daughter and that the appearance had been arranged by a PR firm. 2013 PRISM & THE SNOWDEN DISCLOSURESCONFIRMEDOne contractor's disclosure did what oversight had not. A federal appeals court later found the bulk metadata programme unlawful.

Litigation and prosecution produce the highest-quality evidence in this cabinet, because it is tested by people paid to attack it.

One of the recording pods is now in a Moscow museum. 1998 THE TOBACCO INDUSTRY COVER-UPCONFIRMEDThe Master Settlement Agreement forced the industry's internal documents into a public archive. A 2006 RICO ruling then found a decades-long scheme to defraud. 2007 PURDUE PHARMA & OXYCONTINCONFIRMEDA guilty plea, then a second one in 2020, and internal documents surfaced in litigation showing the marketing was knowingly misleading.

Oversight working roughly as designed, usually years late and usually because a scandal made it unavoidable.

1974 OPERATION POPEYECONFIRMEDJack Anderson reported it in 1971 and the Pentagon denied it. Senate hearings extracted the confirmation three years later, and a treaty followed. 1975 OPERATION MONGOOSECONFIRMEDThe Church Committee laid out the assassination plots in a public report. The CIA's own Family Jewels review, compiled in 1973, was released in full only in 2007. 1976 OPERATION SEA-SPRAYCONFIRMEDSenate hearings on biological testing surfaced the San Francisco release, twenty-six years after the Navy sprayed the city. 1987 IRAN–CONTRACONFIRMEDThe Tower Commission and joint congressional committees established the arms sales and the diversion within a year. 1990 OPERATION GLADIOCONTESTEDAn Italian prime minister confirmed the stay-behind network to parliament, and other governments then confirmed their own. 1995 PROJECT SUNSHINECONFIRMEDThe Advisory Committee on Human Radiation Experiments documented the worldwide collection of human tissue, much of it taken without consent. 1997 OPERATION NORTHWOODSCONFIRMEDReleased through the JFK records process, thirty-five years after the Joint Chiefs signed it. 1998 OPERATION PAPERCLIPCONFIRMEDThe Nazi War Crimes Disclosure Act compelled the releases. The programme's own paperwork showed the dossiers had been sanitised.

SOMEBODY FILED, AND WAITED 6

Records requests, and the litigation that followed when they were refused. Slow, unglamorous, and responsible for a great deal of this archive.

1977 PROJECT MKULTRACONFIRMEDA misfiled set of financial records survived Gottlieb's 1973 destruction order and surfaced through a records request, two years after the Church Committee had been told the papers were gone. 1980 UNIT 731 & THE IMMUNITY DEALCONFIRMEDRecords of the immunity deal emerged through researchers and successive releases. Japan has still not fully opened its wartime medical archives. 2001 ACOUSTIC KITTYCONFIRMEDA redacted memo confirmed the CIA had wired a cat for sound and found it impractical. 2005 THE GULF OF TONKIN INCIDENTCONFIRMEDThe NSA's own historian concluded in 2001 that the second attack never happened. The agency sat on his study until press pressure forced its release. 2013 AREA 51CONFIRMEDThe CIA acknowledged the base by name in a release that also matched the sighting wave to U-2 and OXCART flights. 2013 OPERATION AJAXCONFIRMEDThe CIA formally acknowledged its role sixty years on, having had its internal history leak in 2000.

SOMEBODY FINALLY READ THE FILE 1

Not leaked, not litigated, not compelled. The documents were catalogued and available the whole time, and nobody had looked. This is the most quietly alarming category on the page.

2010 THE GUATEMALA EXPERIMENTSCONFIRMEDNobody leaked it and nobody sued for it. The records sat catalogued in an American archive for sixty-two years until a historian researching something else opened the box.

THE OBJECT GAVE IT AWAY 2

No document was needed. The thing itself was examined properly, eventually, and stopped being what it claimed to be.

1953 PILTDOWN MANDEBUNKEDNo document was involved. A fluorine absorption test showed the pieces were different ages, and under a lens the file marks on the teeth were obvious. 1988 MAJESTIC 12DEBUNKEDForensic examination of the documents themselves: wrong typography, a lifted signature, and date formats no military office used.

Declassified through the normal process, once the secret had stopped mattering to anyone still in office.

1927 THE TUNGUSKA EVENTCONFIRMEDThe first Soviet expedition reached the site nineteen years after the event and found the radial blast pattern and no crater. 1953 OPERATION MINCEMEATCONFIRMEDDeclassified early and written up by one of its own planners, which is why it is the cleanest documented deception in the cabinet. 1995 PROJECT STARGATEDEBUNKEDDeclassified on closure, together with the evaluation concluding that twenty-three years of remote viewing had produced nothing of intelligence value. 1996 THE GHOST ARMYCONFIRMEDDeclassified after fifty years. Around 1,100 men had kept it. 1997 OPERATION PBSUCCESSCONFIRMEDThe agency released its own internal history of the Guatemala operation, later published openly as a book. 2010 PROJECT AZORIANCONFIRMEDDeclassified thirty-six years after the lift, having produced the phrase can neither confirm nor deny along the way.
