THE CLAIM

That the government of Chile ordered and carried out the assassination of a political exile in the capital of the United States, using an American recruited for the purpose.

THE THEORY, AS ITS PROPONENTS TELL IT

This file requires no advocacy at all. It is a proven state assassination inside the United States, and it is the most concrete instance of OSA-054 anywhere in the record.

Orlando Letelier had been Allende's ambassador to Washington and later his defence minister. After the 1973 coup he was imprisoned, released, and became the most effective critic of the Pinochet government abroad. Chile stripped him of citizenship weeks before the killing.

A remote-detonated bomb was placed under the driver's seat of his car and detonated at Sheridan Circle, killing him and Ronni Moffitt, an American who was riding in the front passenger seat. Her husband survived.

The operation was run by DINA, Chile's secret police, and executed by Michael Townley, an American working for DINA, with assistance from anti-Castro Cuban exiles. Townley confessed and testified. Several conspirators were convicted in the United States.

WHAT IS KNOWN

Townley's confession, the convictions of the Cuban exiles involved, and the FBI investigation are all matters of record.

Chile refused extradition of DINA chief Manuel Contreras for many years. After the return of civilian government he was prosecuted in Chile, convicted of the Letelier murder in 1993, and imprisoned. He died in custody in 2015 serving sentences totalling centuries.

Declassified American documents later showed that Washington had intelligence indicating Condor member states were planning assassinations abroad, and that a warning démarche to those governments was prepared and then not delivered in the weeks before the killing.

In 2016 the United States declassified an intelligence assessment stating that Pinochet personally ordered the assassination.

EVIDENCE FOR

EVIDENCE AGAINST (THE WIDER CLAIM)

  • No evidence establishes American foreknowledge of this specific attack, as opposed to general awareness that Condor states were planning assassinations.
  • The undelivered démarche is documented and troubling, and it is not the same as complicity.
  • Kissinger's personal role has been argued about extensively and the released record does not establish that he knew of this operation.

ASSESSMENT

Confirmed at the highest standard, and the file that makes OSA-054 concrete. A foreign intelligence service detonated a bomb fourteen blocks from the White House, killed a former ambassador and an American citizen, and was proven to have done so in court twice, in two countries. The uncomfortable American element is not complicity but the warning that was drafted and never sent, which is documented and which nobody has satisfactorily explained.

WHAT WOULD CHANGE THE GRADE

  • CONFIRMED at the highest standard: a confession from the man who built and placed the bomb, convictions in the United States, and a later conviction of DINA chief Manuel Contreras in Chile.
  • Declassified in 2016: an American intelligence assessment that Pinochet personally ordered the assassination.
  • The uncomfortable American element is not complicity but a warning. A démarche to Condor states about planned assassinations abroad was drafted and never delivered in the weeks before the killing, which is documented and has never been satisfactorily explained.
